Intimate Partner Violence and COVID-19: A Victimological Perspective

A B S TR AC T

Intimate partner violence is a severe problem that affects Puerto Rican women. Different voices denounced an increase in this form of violence due to COVID-19-related restrictions
while official reports stated otherwise. Since professionals engaged in programs for women suffering intimate partner violence possess first-hand insights of what is really happening,
I interviewed helpline specialists and intimate partner violence shelter workers. The data collected shows that the pandemic triggered intimate partner violence against women,
despite the reduction of cases reported by the Puerto Rican government. From a victimology perspective, the data also underscores the need to address intimate partner violence in
disaster scenarios. Women have endured lockdown restrictions and social distancing; they have become vulnerable and at risk of being victimized by an abusive partner. Also, the
State has revictimized women by neglecting to address intimate partner violence during the COVID-19 pandemic.
